Policymakers for the liquor commission are tentatively scheduled to hear the matter next month.Tualatin has only one nude-dancing establishment, Jiggles, and residents have turned out by the hundreds to rally against a proposal to open Stars Cabaret at 17939 S.W. McEwan Rd., east of Interstate 5 and Bridgeport Village.View Larger MapNude dancing is protected as an expression of free speech by the Oregon Constitution, making regulation all but impossible. But the Tualatin City Council in November recommended that OLCC deny a liquor license application, arguing that approval would be "irresponsible" because of perceived problems at other Stars locations in the state."I don't think our taxpayers want to have to bear the burden of having to pay for extra police support for one particular business that, for whatever reason, tends to have a bunch of bad actors," Tualatin Mayor Lou Ogden said Thursday.Lou OgdenA subsequent OLCC investigation reviewed five state rules that could give commissioners reason to refuse a license or issue restrictions to Stars. The report, by license investigator Jeannie Janes, found "a history of serious and persistent problems" at the Stars location in Bend, but not at establishments in Beaverton or Salem.In a recent 23-month span, the Bend location had nine violent incidents resulting in injuries and 11 other incidents involving either drugs, violence, the threat of violence, harassment or verbal altercations, according to OLCC.Stars owners submitted a control plan, but OLCC staff found that it is too soon to determine if it is fully working.OLCC staff concluded that four restrictions should be placed on

"The applicant has demonstrated some willingness and ability to adequately control Stars Bridgeport; however, it is a close call regarding whether or not it is sufficient."Stars co-owner Randy Kaiser told The Oregonian this week that the atmosphere in Bend is rowdy. He said he expects patrons in Tualatin to behave as they do at Stars locations in Beaverton and Salem, where OLCC determined problems have not been persistent.The next OLCC meeting is scheduled to begin at 9 a.m. April 16, at 9079 S.E. McLoughlin Blvd in Milwaukie. The five-person commission, appointed by the governor, is currently down two members.
