My Families History - Family Tree

Looks like no one’s replied in a while. To start the conversation again, simply ask a new question. One family member can't download apps "there is a problem with a family member's previous purchase" I am the family owner of an adult and two children's family sharing. I can download an app on 3/4 of my family's devices, but one (a child) keeps getting this message: "there is a problem with a family member's previous purchase. Ask the family organizer to update their billing information." We have 2 payment methods set up on my billing account (the main one being an Apple Card) and there are no outstanding billing issues. I can make purchases. My husband can make purchases. My other child can make purchases (that we approve). The 4th child cannot. I have gone into their icloud accounts and there are no outstanding emails or payments or anything.
