And "impact" is for me one of several criteria I would consider when discussing the "greatest", in any field. And the question was not about "favorite" composers, but "greatest" composer. Now it depends on the applied criteria for what one considers "greatest", but if it's just "favorite", of course, anything goes. So then the answer will skew to money, power, and influence (Hollywood) rather than the inherent qualities of the composer and/or how often he/she is hired? I also wouldn't be sure that Hans Zimmer is more popular than John Williams. Of course, "popularity" is difficult to measure. I think he is today, since he has become a kind of international pop star. But it's difficult to measure, indeed. I think more people young and old know who John Williams is. The guy who did the Star Wars. Zimmer became the next generation composer. Yes, more popular with the younger generations, but not as well known or beloved over all demographics. I don't know if I would consider Taylor Swift a composer at all, she is more a singer-songwriter. I also don't know if Taylor Swift sold more records than Bach (considering that there is a far smaller number of Taylor Swift records than Bach records), but Swift is a pop musician. Now, pop music has a tendency to be "of the moment". It's listened to at one time, by one generation, and then replaced by other pop music, which is again "of the moment". Pop music is what is "popular" at a time, but most pop music is not lasting, but changes with each generation. Bach's music has been around for centuries and is likely going to be around for centuries, so it's probably more lasting. I would factor that in when looking for who is "greatest".
